AUS-MEAT Industry Information - Muslim Slaughtermen

Australian Government Authorised Halal Program (AGAHP)

The Export Control (Meat and Meat Product) Orders (ECMMPOs) came into effect on 1 July 2005. These Orders require establishments to have documented procedures (relevant to the establishment type) for the preparation, slaughter, identification, processing, segregation and certification of halal meat. These procedures form part of the establishment's Approved Arrangement (AA). The AA must identify the Approved Islamic Organisation (AIO) that is responsible for the training and oversight of the slaughterman's ritual slaughter activities and will routinely verify halal arrangements at the establishment.

The Orders require the nominated AIO to also have an AA. The AIO is responsible for the religious supervision of, and provision of certification for, halal meat production for export. To be approved, Islamic Organisations must meet the accreditation criteria laid down in the Orders.

Approved Islamic Organisations

Islamic Organisations have an Approved Arrangement with DAFF for the certification of red halal meat and red meat products for export.

Muslim Slaughtermen Registration

Muslim Slaughtermen must hold a current identity card which will identify the AIO who has registered the representative and declared the status of the cardholder and the card expiration date. AUS-MEAT issues all Identity Cards with the period of registration being 1 January - 31 December (3 year currency). A fee is charged for processing the Identity Card.

Halal Inspector Registration

Halal Inspectors must also hold a current identity card under the same conditions as Muslim Slaughtermen. Halal Inspectors are usually required at Boning rooms, Cold stores or further processing operations and will also work within the guidelines of the Approved Arrangement and the AGAHP. Halal Inspectors who have transitory roles within a Metropolitan area must have their Identity Card present at all times they are working within an Approved Arrangement.

Trainee Slaughterman Registration

Trainee Slaughtermen may also hold a current identity card under the same conditions as Muslim Slaughtermen. Trainee Slaughtermen will work within the Company's Training Program and will be under close supervision of a Competent Muslim Slaughterman. There is a joint responsibility between Meat processors and AIO's for developing an effective Training Program for Muslim Slaughtermen and the progression to competency. Once competent the AIO will notify AUS-MEAT and request a Muslim Slaughtermen (Competent) Identity Card to be issued. AUS-MEAT issues Trainee Identity Cards with the period of registration being 1 January - 31 December (1 Year Currency).
